Required, with no default. The factory this replaced took no arguments and was always overlay,
so the natural migration — rename the call, keep the empty argument list — would otherwise
produce a plugin that mounts, registers everything, renders nothing and reports no error,
because setBaseFile and setEnabled both early-return outside overlay mode.

Expansion state, shared when a host drives two sides of one diff. Omit it and the plugin keeps a private store; pass one store to both split plugins and a toggle on either side moves both. See regions.ts — this is what holds §C7 together.
